This Week’s Highlight: Defence Infrastructure Panel

This Department of Defence approach to market presents a great opportunity for consultants to maximise the Commonwealth’s procurement efficiency.

In 2020, the Estate and Infrastructure Group (now the Security and Estate Group) within the Department of Defence established the Defence Infrastructure Panel – Environment, Heritage, and Estate Engineering 2020-2025. Its aim is to provide Australia-wide services supporting the Commonwealth.

The Building Surveying Advisory service category under the Panel requires consultants with demonstrated capability, skills, qualifications, depth of resources, and experience to provide ongoing services to Commonwealth projects and locations on an “as needs” basis.

This single-stage Request for Tender (RFT) aims to procure additional consultants to join the Building Surveying Advisory service category under the Panel. Companies already on the panel do not need to reapply.

Consultants will provide services that support the Commonwealth in developing, delivering, operating, and maintaining facilities and infrastructure.

The “whole-of-Commonwealth Government” Panel requires consultants to provide services to the Department of Defence and other Commonwealth agencies. There is no guarantee of any work for consultants under the Panel and the Commonwealth is free to contract for services outside the Panel.

The Commonwealth will conduct a virtual industry briefing via Microsoft Teams on 13 February 2024 at 10.30am ACT local time. The briefing will discuss tender documents, the tender process, the Panel arrangements, and key Panel obligations.

In considering the tender, the Commonwealth will apply the following evaluation criteria:

· organisational past performance (20% weighting)

· understanding of and approach to the scope of services (30% weighting)

· key personnel and subconsultants (40% weighting)

· approach to quality (10% weighting).

The Commonwealth will invite successful tenderers to provide services from 1 July 2024. The initial term of the Panel ends on 1 July 2025 and is subject to the Commonwealth exercising options to extend for up to a further three (3) additional years.

The closing time and date for responses is 12pm ACT local time on Thursday 14 March 2024.
