This Week’s Highlight: NSW Government Telecommunications Purchasing Arrangements

The NSW Government, via a Request for Tender (RFT), is seeking to establish the Telecommunications Purchasing Arrangements 2.0 (TPA 2.0). This all-of-government panel aims to streamline the procurement of enterprise telecommunications goods and services, ensuring better value for money, improved service quality, and enhanced agility across government agencies.

TPA 2.0 will form a mandated standing offer contract, meaning that NSW Government agencies will be required to procure telecommunications products and services through the panel. The arrangement will cover a broad spectrum of telecommunications services divided into three primary service towers:

  • Carriage Services – Providing telecommunications infrastructure for data transmission between fixed locations.
  • Mobility Services – Enabling mobile communications and connectivity across various wireless technologies.
  • Compound Services – Offering integrated telecommunications solutions, including data transfer, cloud services, and collaboration tools.

The panel will be formed under the Master ICT Agreement (MICTA) framework, ensuring standardised contracts and procurement processes. The initial term of the panel is set for three years, with two potential two-year extensions.

Tenderers will be evaluated based on criteria that assess their technical capability, pricing effectiveness, and risk management strategies. The panel is expected to create a competitive environment, allowing government agencies to access innovative solutions while supporting small and medium enterprises (SMEs) and regional suppliers.
