This Week’s Highlight: ACT Technical and Engineering Consultant Panel

The Australian Capital Territory (ACT) Government is seeking technical and engineering consultants to join its new Technical and Engineering Consultant Panel (TECP), PIMA0006860, to support property and infrastructure planning and delivery across the Territory.

This panel will enable ACT Government directorates to efficiently engage prequalified specialists for a wide range of services, enhancing long-term capability and accelerating project delivery. Panel members may be appointed to one or more of the eight service categories based on their expertise and capacity. The panel will be established under a standing offer arrangement with an initial term of five years, with options to extend.

The eight panel categories are:

  • Engineering Services – including civil, water and hydraulic, mechanical, electrical, structural, fire, facade, geotechnical, traffic, stormwater and more.

  • Architecture Services – including healthcare, justice, education, heritage, emergency services, interior design, landscape, BIM and 3D rendering.

  • Planning and Certification – including urban and regional planning, building certification, environmental planning, transport and land development.

  • Environment and Sustainability Services – including arboriculture, heritage, ecological assessments, bushfire consulting, water quality testing, and noise/vibration monitoring.

  • Project Development and Review Services – such as feasibility studies, infrastructure planning, stakeholder engagement, business case development, and precinct-level planning.

  • Hazardous Materials – including asbestos assessments, hazardous waste management, remediation advice, and related WHS compliance.

  • Construction Administrator with Superintendent – including project controls, contract administration, superintendent services, and project delivery advice.

  • Security Consultancy Services – including physical security risk assessments, control audits, planning, and compliance with ACT security regulations.

Panel members must meet relevant licensing and registration requirements, including the ACT Prequalification Scheme for Construction Consultants, and for some categories, registration with specific professional bodies such as the Architects Board, AIBS, PIA or AHPRA.

Respondents will be evaluated on their operational capacity, experience, nominated key personnel, past projects, and value to the Territory. Additional considerations include cultural competence, commitment to the Secure Local Jobs Code, and demonstrated contribution to local industry participation. The panel will be overseen by the Territory Panel Manager and will operate via work orders as required.

The closing time and date for responses will remain open until the 19th of June 2025.
