The Australian Government, via a Request for Tender (RFT), is seeking a supplier to develop skills training programs for India’s rooftop solar sector as part of the India-Australia Renewable Energy Partnership. This initiative aims to address skills gaps in India’s renewable energy workforce, enhance transnational education offerings, and strengthen institutional and industry partnerships between the two nations.
The project is aligned with A Partnership for the Future: Australia’s Education Strategy for India and India’s National Education Policy, focusing on improving vocational education and workforce development. The successful supplier will be expected to:
- Conduct research to identify critical and emerging skills needs in India’s rooftop solar industry.
- Develop occupational standards for key job roles, benchmarked against Australian standards, and seek approval from Indian authorities.
- Create competency-based training materials, aligning them with the Australian Qualifications Framework to ensure high-quality education and workforce readiness.
- Deliver teacher training to Indian trainers, enhancing local expertise in renewable energy education.
- Implement rooftop solar courses, in collaboration with Australian and Indian training providers and industry stakeholders, to ensure practical, hands-on learning.
- Evaluate project outcomes, assessing the program’s effectiveness and identifying expansion opportunities to support broader adoption across India.
Tenderers will be evaluated based on the following criteria:
- Service Delivery (60%) – Knowledge of the Australian international education sector, understanding of required services, project delivery capability, technical expertise, ability to produce high-quality reports, and approach to Indigenous enterprise inclusion.
- Tenderer’s Experience (30%) – Previous work in India/South Asia on similar projects, including occupational standards development, engagement with education and industry stakeholders, and training delivery.
- Specified Personnel and Subcontractors (10%) – The qualifications and experience of personnel proposed for the project.
This initiative aims to support Australia and India’s shared climate and energy objectives, expand vocational training in the renewable energy sector, and drive economic and industry growth through a sustainable framework for bilateral cooperation. The contract will run until April 2027, with an estimated value between $1 million and $1.5 million AUD.
