The Department of Social Services (DSS) supports the wellbeing of Australians through family assistance, resources, and social programs. One of its key initiatives, the Leaving Violence Program (LVP), provides essential support to victim-survivors of intimate partner violence, helping them achieve financial independence and safety.
In 2021, DSS trialled the Escaping Violence Payment (EVP), which saw high demand, leading to backlogs and a need for stronger support. A 2023 evaluation recommended a permanent solution, and the Leaving Violence Program was created to streamline financial aid, safety planning, and referrals, incorporating lessons from the EVP trial.
The Department has now issued a tender seeking a qualified provider for the Leaving Violence Program to deliver comprehensive support services under the National Plan to End Violence against Women and Children. The selected provider will manage the LVP across Australia, with an emphasis on culturally sensitive and trauma-informed care.
The successful provider will be expected to:
- Implement structured methodologies to offer financial support packages, risk assessments, and safety planning for eligible victim-survivors.
- Engage effectively with DSS and other relevant stakeholders to ensure culturally responsive services, particularly for Indigenous Australians, people with disabilities, and those from remote communities.
- Provide scenario-based insights to guide operational decision-making and identify risks, offering strategic recommendations for mitigation.
- Maintain rigorous data management for service delivery, including compliance with privacy requirements and continuous improvement through quality management practices.
Evaluation Criteria:
- Technical Capability (60%): Ability to deliver a wide-reaching, high-quality support service with an emphasis on trauma-informed care and operational excellence.
- Capacity and Workforce (20%): Adequate workforce planning, including specialized training for staff in family and domestic violence response.
- Compliance and Commonwealth Policy Adherence (20%): Experience with family and domestic violence support programs and alignment with policies on security, safety, and economic benefit to Australia.
