The Department of Home Affairs is seeking to establish a new Border Protection Technologies Panel (BPTP) to support the Australian Border Force (ABF) with cutting-edge technology solutions and services to detect and prevent the movement of prohibited and controlled substances across Australia’s borders.
Issued via Request for Tender, this procurement aims to onboard providers of detection and identification equipment—such as x-ray scanners, trace detection devices, radiation detectors, and substance identification tools—as well as related services including installation, training, maintenance, and reporting. The panel is expected to serve ABF sites including seaports, airports, depots, and mail centres.
The initial panel term will be five years, with an optional extension of up to five additional years. A tender briefing will be held on 30 April 2025. Tenders are due by 25 June 2025 at 2:00 pm (ACT Local Time).
The panel will be divided across capability areas:
- Equipment Supply: X-ray scanners, trace detection, radiation detection, substance identification tools, and other detection devices.
- Related Services: Nationwide installation, repair, support, and performance monitoring.
- Emerging Technology: Includes biometric scanners, portable screening units, GPS trackers, and forensic screening tools.
Tenderers will be assessed against the following weighted technical criteria:
- Capability (60%): Understanding of the requirements and ability to meet technical and managerial needs, especially reporting, quality management, and performance standards.
- Capacity (30%): Personnel qualifications, experience, and organisational ability.
- Experience (10%): Track record delivering similar services.
- Price and Financial Considerations: Considered but not weighted.
In addition to technical evaluation, non-technical unweighted criteria will also be considered, including:
- Economic benefit to Australia
- Commitment to environmental sustainability
- Compliance with RFT and Commonwealth terms
- Insurance and financial viability
- Adherence to Commonwealth policies (e.g. Indigenous Procurement, Modern Slavery, Environmental Procurement)
- Commonwealth security and professional integrity standards
- Confidentiality and associated risks
- Other risks inherent to the offer
The Department anticipates the panel will be operational by December 2025. Tenderers must submit all documents in English and express all measurements in Australian legal units.
The closing time and date for responses will remain open until the 25th of June 2025.
