The Pacific Maritime Security Program (PMSP), managed by Defence’s PACMAR group, plays a pivotal role in ensuring maritime domain awareness and security across the Pacific region. It supports Pacific Island nations and their exclusive economic zones (EEZs) in deterring illegal activities, protecting fisheries, and strengthening regional partnerships.
Defence is now seeking industry submissions for the Acquisition of Enhanced Aerial Surveillance Services (Fixed-Wing) via a Request for Tender (RFT). The successful contractor will deliver up to 1,000 hours of targeted surveillance annually, addressing illegal fishing, people smuggling, and other maritime security threats across an area of operations spanning over 21.8 million square kilometres. This contract, valued at $550 million, includes responsibilities for providing fixed-wing aircraft, surveillance equipment, maintenance, logistics, and secure data transmission to support enforcement and intelligence efforts in collaboration with Pacific Island stakeholders.
Tenderers must demonstrate technical expertise, logistical capabilities, and compliance with aviation standards such as the Civil Aviation Safety Regulations and the Pacific Aviation Safety Office’s requirements. Additional obligations include accommodating local Air Riders during missions, managing infrastructure access, and ensuring all operations align with Participating Members’ needs and regional laws. Cultural engagement training for personnel is mandatory, as is a robust risk management strategy to address challenges such as harsh climatic conditions, limited infrastructure, and unpredictable fuel supplies in remote areas.
The contract term is 10 years, with options to extend for up to six additional years.
