This Week’s Highlight: ADF Petroleum, Oil and Lubricant Supply

The Department of Defence, through the Joint Logistics Command’s Fuel Capability Branch, has released a Request for Tender (RFT), seeking to establish national supply and distribution arrangements for Petroleum, Oil, and Lubricant (POL) products. This procurement is critical to maintaining operational readiness across the Australian Defence Force (ADF), ensuring a reliable supply chain for fuels and lubricants across all Defence platforms and equipment.

The successful supplier(s) will be responsible for managing a robust supply chain that ensures timely delivery of POL products to meet the ADF’s operational demands, including during emergencies or heightened operational tempos. Suppliers must comply with Defence-specific standards such as DEF (AUST) 206 and DEF (AUST) 1000, maintain secure storage facilities, and manage Dedicated Secure Storage Areas (DSSAs) for Commonwealth-owned assets. Delivery and storage responsibilities include safe transportation, quality assurance checks, and ensuring the integrity of products during transit and storage.

Suppliers will also be required to implement electronic ordering and performance monitoring systems compatible with Defence logistics operations. Risk management is a key component, with suppliers expected to provide plans to mitigate supply disruptions and address operational risks, such as product contamination or delivery failures. Tenderers must align with the Australian Industry Capability (AIC) Program and Indigenous Procurement Policy (IPP) to support local suppliers and promote sustainable practices.

Evaluation criteria include compliance with technical standards, demonstrated logistical capability, alignment with Defence policies, and value-for-money considerations. Suppliers must also provide detailed documentation and reporting on supply chain performance and collaborate closely with Defence to ensure the seamless integration of operations.

The closing time and date for responses will remain open until the 28th of February 2025.
