Most, if not all government departments are subject to numerous reviews and reform activity. Most reform activity is brought about by a change management process which includes among other things, a change in processes, changes in organisational structure and often a series of training courses to assist in any cultural change required or in filling knowledge gaps that have been identified. In 2014, the Department of Defence launched the Leading for Reform program to enhance and invigorate Leadership across the department. This reform was an integral component of realising the ‘Pathway to Change’ Program and the First Principles Review. The Leading for Reform program concluded in October 2020 and Defence is now seeking to embed the principles and strategies that resulted from this program. One of the actions to be taken is the development of the Leading for the Future Program, a refresh of the Department’s enterprise leadership program.
This Request for Tender is seeking a service provider that can develop and deliver the Leading for the Future Program based on a Defence approved program design. This training course is a learning and development program which will support shaping Defence’s future leadership capability. The Program design and the leadership model will support participants to thrive in an increasingly difficult and complex environment. The successful tenderer will develop a face-to-face/virtual training package that encompasses session plans, course materials, a facilitator guide, interactive activities, case studies, workbook/s, readiness assessments and other applicable course material as necessary. The program will need to be delivered to all Australian capital cities, several regional cities as well as in a virtual environment.
The tender documentation includes a very detailed design specification and requires tenderers to demonstrate an understanding of ‘Adaptive leadership’. The closing date for the RFT is 10th March 2021, with the Contract expected to commence in May 2021.
