Media and communications services are often outsourced by government departments who are seeking the expertise of industry specialists. This week the Department of Human services and Defence Housing Australia (DHA) have issued Requests for Tender (RFT) seeking such expertise from media agencies.
The first opportunity is for a broad panel requiring a range of ‘Media Services‘ for the Department of Human Services separated into the following four categories:
(a) media monitoring
(b) media analysis
(c) social media monitoring, and
(d) media training and professional media services.
This panel will replace an existing arrangement due to expire at the end of October this year and is an opportunity for new agencies to join. Tenderers may offer to provide one or more of the required services as each category will be evaluated separately. Of note, is that this panel is accessible to 63 different government agencies under a Coopoerative Procurement Program and as such is widely accessed. This RFT closes on 24th September 2018 and the panel is expected to commence on 30 October 2018. The term of the panel will be three years, with the option of two one-year extensions.
The second opportunity is more specific and seeks the provision of ‘Media Strategy and Buying Agency‘ services for DHA, now one of Australia’s leading residential property developers. The services are required to market a housing development known as Torhaven in Deebing Heights, Queensland. The agency would be required to provide media strategy advice, manage the placement of advertising across a range of channels, monitor and analyse the performance, provide monthly reporting, and optimise placement to achieve the best results. In addition, the agency would be required to manage printing of quarterly newsletters, and booking of letterbox delivery in the region around the project. The focus is on buyers in the Ipswich, Springfield and Brisbane area with Defence members as an important target market. The most important aspect, aside from price, in evaluating this tender will be a company’s experience in undertaking similar tasks. This RFT closes 17 September 2018, with a contract expected to be placed before November 18.
