Over the last two years as we’ve grappled with this pandemic, the media has run with headlines on the slow roll out of vaccines initially and now Rapid Antigen Test kits and at the heart of each of these mammoth roll outs is an equally mammoth logistics chain that needs to be coordinated. So it is timely that the highlight this week is the Request For Tender to establish a Vaccine Logistics Services and Medical Supplies Panel. Being issued by the Department of Foreign Affairs and Trade, as part of the Australian Aid program. This logistics service is now targeted at movement and transport of Vaccines and Vaccine Related Products for the purpose of donation as part of the International COVID-19 Vaccine Donation Program.
This panel will seek to establish a panel of suppliers to provide transportation, procurement and technical advice on logistics in relation to COVID-19 Vaccine and related medical supplies. Being established as a panel allows for services to be sourced on an as-required basis and provides flexibility in an evolving environment:
- Component 1 – transportation of vaccines and consumables;
- Component 2 – procurement and transportation of Medical Supplies; and
- Component 3 – technical advice on logistics.
Tenderers can choose either or both the Pacific Region or South East Asia and must nominate delivery countries which they can deliver to. While demonstrated experience in worldwide cold chain logistics will be required, evaluators will be looking for agility, flexibility and the ability to work collaboratively to develop solutions in a rapidly changing context.
The anticipated term of the Deed of Standing Offer is three years with an option to extend the term for a period of two further years. This RFT closes on 15 February 2022 with an Industry briefing on Wednesday, 2 February 2022 via Webex.
