As Army rolls out its program of digital reform, the supporting facilities required to train personnel will also need upgrade. Under Project Land 200 Tranche 1, Army introduced new software, computers and tactical radio networks onto dismounted soldiers and about 2000 platforms. Under Tranche 2 which commenced in September 2017, additional technology will be integrated onto more than 500 vehicles, a new tactical communication network will be rolled out and an updated training regime will be implemented to bring soldiers upto speed with the new technology. To enable this, the training facilities require refurbishment and as such, Defence has issued four Requests For Tender (RFT) this week seeking to upgrade Battlefield Communication Facilities across 4 states: South Australia, Queensland, NSW and Victoria.
The scope of work for each RFT is similar and includes design and related services in respect of the following:
– demolition works within the project footprint;
– construction or refurbishment of a new Training Facility;
– construction of a new Vehicle Training Area;
– construction of a new Storage Compound;
– provision of ICT services; and
– provision of new building and engineering services, and augmentation of existing services to support the new facility;
to meet operational and support capabilities to conduct training.
Building Code 2016 applies to this scope of work, however WHS accreditation is not required. Applicable budgets for each scope of work is as follows:
–Battlefield Communication System Facilities – Works Package 3 & 4 – Singleton Military Area and Lavarack Barracks: From $1,000,000.00 to $5,000,000.00
–Battlefield Communication System Facilities – Works Package 2 – Edinburgh Defence Precinct: From $1,000,000.00 to $3,000,000.00
–Battlefield Communication System Facilities – Works Package 5 – Victoria: From $1,000,000.00 to $7,000,000.00
