The outsourcing of maintenance for Australian Naval platforms is a standard operating model for Defence who has well established prime contractor maintenance contracts and is now looking towards the concept of Regional Maintenance Centers. However, this week we look at the newly released Request for Tender(RFT) seeking Maintenance and Engineering support to Sail Training Ship (STS) Young Endeavour (YE).
STS Young Endeavour is an Australian tall ship presented to the people of Australia as a bicentenary gift from the British Government on 25th January 1988. The vessel is owned and operated by the Royal Australian Navy, as a national youth sail training ship and delivers up to twenty youth development sail training voyages to young Australians aged 16 – 23 each year. Navy personnel staff the ship and the Young Endeavour Youth Scheme coordinate the voyage program. The ship will be undergoing an Intermediate Docking and External Maintenance Period (EMP) from April 2022 – Jun 2022, for which contracted support services are required.
Tenderers are to co-ordinate and provide docking facilities. All tender responses must also provide a docking plan. Due to the specialised nature of the ship, Defence is seeking a Contractor that has experience in repair and maintenance of tall ships and their rigging systems, small ship systems, docking/slipping procedures, and be familiar with the requirements of Lloyd’s Register of Shipping. All proposed technicians and subcontractors need to be licensed by the OEMs.
The required EMP must take place in Sydney with docking work to be conducted at a Navy approved docking facility. Scope of work also includes full project management, incorporating scheduling, WHS, Problem Identification and routine reporting and regular meetings. The contract term will commence prior to the EMP start to allow for activity planning and extend past the EMP to incorporate trials. This RFT closes 21 Jan 22.
