In 2018, the Department of Defence introduced the Information Communication Technology Provider Arrangement (ICTPA) as a panel of pre-approved service providers to support the Defence ICT environment. However, as is the case with many other ICT panels, the ICT environment is evolving at a rapid pace and as such the arrangements often require ongoing review and amendment. Not only does the ICT environment evolve, so to does ICT industry with new innovative players entering the market and the occurrence of frequent acquisitions and mergers that change the availability and capability of service providers. As such ICT panels require ongoing review and refresh to remain current and continue providing value for money for the relevant agency.
To that end, Defence is seeking to refresh its standing offer Information Communications Technology Provider Arrangement (ICTPA) and provide the opportunity for new industry members to apply while also allowing current service providers to expand their service offering. The Arrangement has also undergone a review to ensure terms and conditions as well as categories remain relevant and as such the initial Deed has been revised.
The following services are being sought:
a. Application Services;
b. Systems Integration Services; and
c. ICT Personnel Resources.
Note that if you chose to apply against either application or systems integration services, then you must also apply to all categories of ICT Personnel Resources. If you are a current ICTPA Supplier and do not wish to Tender for any new services, then you are not required to respond to this RFT and will be advised separately regarding the Deed variation. The panel currently has 32 panel members that include: Accenture, AGIS Group, Atos, Deloitte, Dialog, DXC Technology, Envista, Ernst & Young, Fujitsu, IBM, Infosys, Jacobs, KPMG, Leidos, NEC, Northrop Grumman, Noventus, Optus Networks, RPSPM, Softel Systems Business, Southern Cross Computing, The Gruden Group and Unisys. While evaluation criteria are not weighted, experience and capacity will be the key factors in selection.
There will be an industry briefing held at 11:00AM on Wednesday, 28 April 2021 which will be live-streamed via vimeo and a recording will be made available for download. It is anticipated that Deeds will be executed with new suppliers by the end of the year. The Closing Date for the RFT is 27th May 2021.
