While the majority of Requests for Tender (RFT) issued by Defence are for opportunities in Defence Estate refurbishment and upgrade, some of the longer running opportunities are Base Services contracts. These cover a myriad of services required to ensure the continued operation of Defence bases around the country and this week Defence is seeking industry feed back on proposed Base Services arrangements through a Request for Information (RFI).
The RFI seeks feedback from industry to help shape the procurement and contracting strategy being established for the Base Services Transformation Program, which has two key themes:
– making Defence life like community life – providing services consistent with what is more broadly available across the community
– adopting digitally-centric platforms for Defence customers to request and track base services with Estate & Infrastructure Group
Defence is currently exploring a range of service delivery models and commercial contracting arrangements and is seeking industry collaboration to ensure these concepts achieve their intended aim and align with industry’s requirements. The Base Services contracts provide a range of essential property, building and infrastructure and people services across Australia that are fundamental to the organisational, operational and military capability of Defence. Services are provided across 70 major Defence Sites across Australia.
It is important to note that RFIs are not a guarantee of any future procurement and that responding to an RFI is not a prerequisite for any following stages of procurement. However, it is your chance to influence the final procurement outcome, and it is a profile building exercise, especially if Defence is an area you wish to expand into. Small to medium sized enterprises, indigenous businesses and local businesses are especially being encouraged to respond to this RFI and provide their views.
Specific areas for consideration include:
a. identifying opportunities to leverage new service delivery models
b. forming an understanding of opportunities to modernise commercial contracting and partnering arrangements
c. identifying any challenges that may exist across Base Services market segments and if new approaches to commercial partnering arrangements and alternative service delivery models could address these challenges.
The RFI is supported by an Industry Briefing that will be conducted online on 23 August 2021 and responses close 17 Sep 21.
