The Australian Federal Police (AFP) is seeking to establish a new panel of service providers to support its operational programs, capital equipment requirements and corporate functions. This panel, referred to as the Capability Support Services Panel (CSSP), will cover a very broad range of professional services that range from high level program management and enterprise solutions to detailed operational supplementation. This RFT sees the AFP introducing a new procurement process to the department that follows similar models run by departments like Defence (eg Defence Support Services Panel).
The services are in the 6 categories listed below with a range of subset requirements. Tenderers are not required to bid against a full category, but must be able to provide the services of atleast one subset:
– Service Category One: Business Management Services
– Service Category Two: Procurement and Contracting Services
– Service Category Three: Operational Capability Supplementation Services
– Service Category Four: Labour Hire and Recruitment Support Services
– Service Category Five: Engineering and Technical Services
– Service Category Six: Learning and Development Services
As with all panels, the contract will be a standing offer arrangment with a set of pre-agreed terms and conditions and pricing schedule. The initial term is 5 years with the option to extend upto 8 years. While the requirements are broad, the evaluation criteria is weighted with 50% on capability and 30% on past performance, so tenderers should be focusing on providing case studies and examples of similar work undertaken in the last 3 to 5 years.
An industry brief was held on the 11th April, however the details of this briefing will be uploaded to Austender as an addendum over the next few days. Tenders are due on the 30th April with an ambitious schedule that anticipates contract signature by June 18.
