The use of cloud computing technology has increased significantly across private industry, becoming standard practice and forcing the establishment of clear guidelines around security and data protection. More recently, government departments have increased their uptake of cloud technology with cloud ICT panels being refreshed to include new innovations in cloud and increase the marketplace of suppliers. However, there still remains hesitation around highly secure environments and cloud technology. This week we look at a Request for Expressions of Interest (REOI), issued by The Office of National Intelligence, that seeks to address this issue by seeking industry input on solutions for delivering and sustaining secure, scalable and private Community Cloud Services.
The Office of National Intelligence (ONI) is responsible for enterprise level management of the National Intelligence Community (NIC) and ensures a single point of accountability to the Prime Minister and National Security Committee of Cabinet. ONI’s role is to ensure Australia has an agile, integrated intelligence enterprise that will meet the challenges of Australia’s evolving security environment. The NIC currently operates ICT environments across all security classifications including OFFICIAL, PROTECTED, SECRET and TOP SECRET and aims to establish an intelligence community computing environment. The availability of public cloud services at OFFICIAL and PROTECTED have enabled capabilities that go partway this aim, however cloud services are required at higher security classifications.
This REOI is the first stage in a two phase procurement with the expectation for a Request for Tender (RFT) to be issued to shortlisted applicants only. Also there is a possibility that those shortlisted for the RFT stage will be required to have personnel holding security clearances up to Negative Vetting 2 (NV2) to participate in information gathering activities relating to future stages. While the response form contains mandatory requirements, respondents are also encouraged to suggest capabilities and concepts regarding the cloud environment that may not have been directly identified in this REOI. The Closing Date for this EOI is 8th Feb 2021.
