The Australian Maritime Safety Authority (AMSA) is an Australian Government regulatory safety authority with the primary role of delivering services in relation to maritime safety, aviation and marine search and rescue (SAR) and protection of the Australian marine environment.
To assist with their role, AMSA have released a Request for Tender seeking to identify suitably qualified provider/s for the design and construction of oil recovery vessels. The vessels primary role is to recover floating liquid oil and oiled debris in the event of a marine oil spill. The scope of the project includes:
a) Design, construction, fit-out, testing and delivery of two (2) heavy duty oil recovery vessels of 8 – 11 metres LOA that are certificated for operation in service category 2C for two crew plus two passengers, with the option to construct a further 6 vessels.
b) Design, construction, and delivery of two (2) aluminium or galvanised steel vessel trailers that are registered for use on the nominated jurisdictions roads and are legally able to be towed in any Australian jurisdiction.
c) Design, construct, and delivery of two (2) aluminium vessel transport cradles that provide safe and legal transport of the vessel by road or sea,
d) Delivery of the vessels, trailers, cradles and all associated equipment to AMSA’s storage locations in Hemmant, Brisbane QLD and Winnellie, Darwin, NT.
The vessel Builder is responsible for the construction, fit-out, testing and delivery of the vessels, trailers, transport cradles and all associated equipment, required for legal operation in any Australian waters. Note that the vessel and all equipment are required to meet the National Standard for Commercial Vessels and delivery of the first vessel is expected within 9 months of contract award.
A vessel and the new skimming units will be made available for inspection at 15 Montore Rd, Minto , Sydney, New South Wales on Thursday 18th February 2021, from 1000 to 1400. Visits should be pre-booked. For those tenderers that cannot attend the Sydney facility visit, the following locations may be available for inspection of vessels: Fremantle, Dampier, Devonport, Townsville, and Melbourne. New skimming units will not be available for inspection at these locations.
The contract to provide the Goods and Services, is currently intended to commence from or about the 01 March 2021, to run for 5 years with option for a single extension of 2 years. The closing date for this RFT is 2nd April 2021.
